UploadFileServletERROR_0003-File to big to upload

Hi all, trying to import a CSV file in Release: 4.5.0.stable.49886. It throws the UploadFileServletERROR_0003-File to big to upload. Not an especially big file and have tried several to see what works. Is there a config setting to expand that or whats the limit? If there is a file, please give me as much detail on where to find it and modify.
