Does the Community Edition support the "Use Kettle Repository" check box in XActions?

I have been trying to get this working for days now, with no luck

I have tried using a file repository, an oracle db repository, and a sql server repository so far
In all 3 cases the job i want to run via an xaction run perfectly in spoon 4.4.0.
If i directly reference the "kjb" file in an xaction or spoon, it also runs smoothly.

The BI and PDI servers, file repository, and db repositories are all on the same box and running under the same user.
The 3 repositories are all defined in the ~/.kettle/repositories.xml file.
I have tried pointing the BI server by updating the settings.xml file to point at each of the repositories (one at a time) making sure to restart the bi server after each time i edited the settings.xml.

The following thread talks about a requirement of installing a plugin located in the pdi-ee-client-4.4.0-GA/data-integration/plugins

Given that I am using the Community Edition and there is no such animal as "pdi-ce-client-4.4.0" that i can find:
I tried copying all the plugins
From:
"pdi-ce-4.4.0-stable/data-integration/plugins"
to:
"biserver-ce-4.8.0-stable/pentaho-solutions/system/kettle/plugins"

but i still get:

org.pentaho.platform.api.engine.ActionExecutionException: RuntimeContext.ERROR_0017 - Action failed to execute
Please don't tell me that a feature this fundamental and important is an "Enterprise Edition" only feature...
